In Salvadore, Brazil, the Rondo Escolar, a battalion of military police, have been working with street children in an attempt to reduce crime in the city but they have been discouraged with their lack of success. Many of the youth are addicted to crack cocaine. Most are illiterate and so are cut off from prospects of earning a decent living.
